I have a 88 T2 with a 60-1 turbo, xs engineering cast divided manifold, and a 40mm hks wastegate, I started my car today for the first time since I installed all of this and I am running a seperate exhaust for my wastegate dump with a muffler on it. Now I am running a profec b spec 2 which I have not messed with since taking out of the box, I know I have the wastegate hooked up right, my question is with my car running it sounds like my wastegate is open cuz the exhaust is loud as hell what is wrong with my setup?

Why not unplug the vacuum lines to the WG to actually confirm that the WG is the problem?

ok i disconnected the vacuum lines, and there was no change, now I did happen to remember that there was like a spacer plate that came with my wastegate that is square and has the 4 holes for the bolts and then one big hole in the middle about the same diameter of the valve for the wastegate, does this plate go between my manifold and wastegate?

That is the valve seat, and yes you need it. It should go manifold-gasket-plate-wastegate.
