Emissions help....

I have a corvette air pump that I use in order to get pass emissions but this time I was unable to pass. I have the original catalytic converter.

I was going to, in these steps, do the following:

1) change O2 sensor
2) change sparkplugs and wires
3)buy high flow cat

any suggestions?????

Alcohol..rubbing??? Should I put a mix in the tank or just a few ounces?

Anyone think it could be the O2 sensor or the cat? Both are 10 years old.
