Can't boost enough?

Hey I'm running a BNR stage 3 on my FC with a mircotech Lt8s and all the needed supporting mods.

Anyways I cant get any more than 14.5 psi out of the turbo. I asked Brian and he told me to pull the vacuum line from the wastegate and that if It would go over 14.5 psi it means that the boost controller is at fault. (I think that's what he said)

I took the vacuum line off and my boost shot up to 18 psi before I let off quickly. Does this mean that my turbo xs dual stage is blame? Are there any other factors? I have the secondary solenoid maxed out and the boost won't go any higher. I think my bov spring is tightened down a bit. My wastegate spring is also tightened..

the BNR stage 3 is a bit like a T04S (60-1 compressor wheel with P trim turbine wheel) but with somewhat smaller compressor housing and a way smaller hotside (ported stock housing). It's going to fall off up top. My T04S with .96 hotside held 21 to redline, although that was pushing the compressor wheel to the edge of its efficiency range.

I don't want to leave my wastegate line off since I don't know if the boost will keep building past 18 psi like 20+ which the turbo definitely is not efficient. I just want 16, possibly 17 psi which is the edge of it's efficiency. To top it off my car is tuned at 15~ psi, so 20 psi on my tune = new motor.

I'm just trying to figure out how the hell I can get a ton of boost w/o the wastegate lien hooked up, but when I hook up the mbc I'm limited to 14.5...and what the hell is with the mount akina comment? I didn't ask for shitty Initial D references.

Arghx, do you think upgrading just the hotside would help at all? I'm sure I could find something a bit bigger.
