Most of the rotary guys here head over to Dynolab. There are a variety of tuners, but not many rotary tuners here. When Steve Kan is in town, he is a good tuner to use.
Jeremy over at SpeedForSale.com also tunes on 7s. He posts on here some.
Which EMS are you using? That also make a difference on who to use at times. You don't want a tuner who is not familiar with the system. You will end up paying for his time to learn the system, and he may miss features that he is not familiar with on the particular EMS.
