oil pans and windage?

anyone out there know the purpose of the two internal tanks on the FD oil pans? since there is nothing inside of the pan spinning there is no windage so why not just run a pan with nothing inside?

Cornering/braking/accelerating all produces lateral loads that can slop the oil around causing foaming and/or starvation at the pickup = bad. Tanks/windage tray all help prevent this.
