Yes you can apply cermet with a plasma spray,if you want a really exotic surface you can, add other metals but they have to be compatible with the others, as well they will have to be dry blended before using in the plasma spray gun,as far as who can do it look for a company that plasma sprays( titanium jet engines blades ), with the cermets, you will of course be required to supply them with a set of engine gears, which they will use on their turntable to get an even coating ,the gun is placed either, inside or out,of the plate then sprayed as the turntable spins at a given rate, much like a record plays on a record player, the plate being the record and the plasma gun the pickup arm
