A big *** turbo, a Haltech, a nice intercooler, and the plumbing including header and BOV is pushing the 5k mark. But if you shop for some deals you can do it.
Are you doing the work yourself? What kind of shape is the motor in? Have you ran compression tests and/or does it EVER smoke?
Part of the 5K could go to getting the motor up to taking these upgrades.

Why 44K? That seems like a rather odd number (technically it is an even number but...)

Haha! I didn't know if you had a bad experience with one with 45K and you were just working your way back from there
Just make sure it has real good compression and does not have oil seal problems. These problems compound the more you put against them. If you get one with a real good motor I think the items I listed earlier will give you the most bang for the buck if you are wanting it to go fast in a straight line.
If you needed road rade performance I would recommend suspension related components because that is the first concern on the road race setups.

Hmm....and what about any of the other upgrades to support a single?

Here would be my list -- does not include labor or reliability mods (radiator, AST, etc).

*SS downpipe -- $300
*cat-back -- $500
*"cold air" style intake -- $450
*Power FC -- $1250
*ASP medium SMIC w/elbow -- $1625
*midpipe (assuming you don't car for emissions) -- $200
*1300cc secondary injectors -- $330
*Cosmo/Supra fuel pump -- $250

That adds up to $4985. You will be able to run 14-15 psi and make 340-350 rwhp (tuned). You should be in the low 12s on street tires, high 11s on drags with trap speeds of 115+.

There are corners to cut on the list (uses parts, Walbro fuel pump), but not many. Going single turbo PROPERLY requires nearly $10k. Also, note that my list does not include suspension/tire/wheel upgrades which will likely be necessary to harness the power.

I agree with Rynberg, the only thing I would add is this....

1) Find a FD with a newly rebuilt motor from a reputable shop, even if it costs more its worth it.

2) I'd buy some used stuff if I could do it all over again. You can get a good intake and full exhaust on the forum all day long for $700 but you'll pay 2x that new. All of teh exh systems are stainless so they last forever, there is no need to buy new when you can get it used.

3) Also, I'd get a used Power FC and get the Datalogit as well. If you get used you'll get them both for the same price or cheaper than the PFC alone cost new.

4) Use all that extra money I just saved you on dyno tuning with a really good ROTARY tuner, you'll prob have to go to TX to find one. Steve Kan from GothamRacing.com will tune it and he's real good...but in TX. Also, RP is there

And yes with those mods and a set of drag radials you'll be capable of mid/high 11's if you can drive

Good luck,
STEPHEN

will you be getting a completely stock FD and will you be doing the labor yourself? if you answer yes and no, expect that 5k will not buy you much

http://1.3-liter-turbo.com/fun/fd/service.jsp

obviously some of my stuff was repairs, but with a 10 year old car that has to be budgeted it.

but i'm sure you already know this since comptech stuff is pretty expensive

Yes, but the most preferable option would be a V-mount set-up like rotary extreme's. That is the ideal set-up for so many reasons. Just a little too much cash for me to drop all at once right now....
