is this housing usable?

I bought a housing from someone locally based off pictures, and I think I got screwed. Could someone confirm that this housing is unusable and I should try to get my money back.

Ok, so I just decided to take a little video. The first part is at the bottom of the housing where compression is in a rotary engine. Something bad happened here. It caused a pretty bad edge that I can click with my fingernail that turns into some bumps/waves from the apex seal wash boarding after it jumps off that edge.

The second part that is harder to see with the camcorder is basically a long skinny gouge that goes almost all the way around the housing. I can also stick my fingernail in it. It is worse on the side I show in the video, but there is also a less deep copy on the other side.

~25MB video

Thanks

(P.S. I recommend you click download and open it with WMP, the player on the website is super bad quality.)

That is odd Paypal usually benefits the buyer not the seller.

Yeah! that is what I thought! I have used paypal before to get stuff that wasn't shipped to me after paying for it and I won that case. But this time, things were a little different. I said that the item was not as good as described, and basically after the seller said that he was NOT going to give a refund on the paypal dispute page, I "excalated" the dispute. Basically that makes paypal choose a winner, since the people cant come to a resolution on their own. AS SOON as I did that, paypal emailed me and said, "

Our investigation into your claim is complete. As stated in our User
Agreement, the claims process only applies to the shipment of goods. It
does not apply to complaints about the attributes or quality of goods
received. Therefore, we are unable to reverse this transaction or issue a
refund.

"

Pretty much I was screwed, and as long as the seller has proof that they shipped SOMETHING, there is nothing paypal can/will do.

O.o

Thanks guys.

Zero, do you agree that that housing should not be used? I know your a very knowledgable rotary mechanic.

That is not something I would ever put in an engine.

You could use it. It won't make as much power as a new one.
