Gotta agree to an extent, my neighbors always let there dogs run loose and they **** on my property all the time. I'm going down and stopped more then 20x times on my block. If they pop out ill try an stop but I'm sure as HELL not swerving into a tree for some dumb dog. I don't let my dog run rampant, I keep him in a gated area. It is the other parties fault however you should have stopped. If anything I would have pulled around the corner an walked back over this way if they try getting me for money or something I'll politely tell them that it is there fault and to go **** themselves, I have no sympathy for peoples own ignorance. Yes, I have dog and very great one at that.
so your saying after running a dog over with a 2600lb car, you would want to go "check on" the dog to see how it was doing. Ofcourse its going to be a bloody mess, i have known no dog to this day that has been hit by a car and lived, although i hear it happens very rarley. And you would go scrap the dog off the concrete and carry it up to the house and say , "is this your dog" because i just killed it and i just wanted you to know it was dead. the end

Of course not all pets have them, but if it doesn't have tags I'm not sure I'd make much effort. No tags = stray, whether they sleep under a roof or not.
