street load tuning with brakes? Alternatives?

I've been tuning my car for partial throttle and noticed i get better average numbers logged if i hold an RPM then load that rpm range and move slowly through the load with my brakes and throttle control, but it seems that would be too hard on my rotors and brakes. Thankfully I've been doing it while it has been raining so I've got something cooling them.

Unfortunatly this can be dangerous since I cant keep my eye on the road at all times while glancing at my laptop. This got me thinking of a cheap load system that can be used in the garage with a car sitting on jack stands and the rear wheels off. I was thinking of a way to just apply the brakes and tune but there has to be a way to cool the pads without wreaking the pads. Maybe a water cooling system with a set of designated 'tuning' rotors and pads? Or maybe a completely sepeate braking system that attaches elsewhere.

Just wondering if anyone else has thought of this. My mind just starts wondering about **** like this since I could never drop 40 grand + for a dyno.

Why not just find a stretch of road that is up hill that will provide more load.

Why not. I'm trying to get a couple of mates involved in sharing the cost of a dyno. They can be a lot less than 40k for a good eddy current dyno. Since we're 2wd, we don't need to go to the expense of 4wd setups.
