Power FC slow to idle with powerfc

slow to idle with powerfc
for some reason my idle is right at 800 rpms but when im driving and i stop at a light after the car has warmed up the car goes to 1k rpms and after 10 to 12 seconds it finally reaches 800 rpms. why is this not instant?... is my throttle cable binding or too tight what else could cause the idle to drop so slow. On the oem ecu the car idled right away once i stopped moving right to 750 or 800.
