ive been building my single turbo fd for about a year now..my question is if i buy a power fc and commander..say from rx7store can they tune my car good enough to atleast get the 1k break in miles with no/minor boost..or should i buy the power fc untuned and have kdr tune it before even driving it?
Anyone can load on a base map, it is not going to be tuned to your car. It is impossible for anyone to tune your car without seeing it.
When we install PFC's, we load a base map that we previously dyno tuned for a different car that has similar mods. Then we always have to tweak it for the specific vehicle.

Most engines will drive OK as long as the injector setup is correct for the engine.
Any base map thus should idle and cruise safely until you get a power tune.
The rest is just a few commander switches.
Get a local FD owner to do it for you.

I meant, if you had 2 cars with very similar spec, could i use the exact same map on both cars?
2 cars of identical engine and bolt on's. Both cars using 3" downpipe, silenced midpipe and 3" catback. Both cars have stock twins on rebuilt engines. Both cars have aftermarket FPR, IC and Fuel pump.

No two cars are exactly the same. Even built to the same specs the tuned maps will be different. Every car needs to be tuned to it's own optimum performance.
Yes, two different cars built to the same specs will run on the same map. They do not even have to be built to the same specs, there are hundreds (or thousands) of people on the Apexi base map, all with different mods. However, their cars are not tuned.

If the two engines has the exact same mods with the exact same products, then yes one tuned map would fit both.
Same mods with different products then one map is usable but max tune will be a little different.

It does not matter if the cars are built to the same specs with the exact same parts, the maps always need tweaking. I know this first hand from tuning hundreds of cars. I will give a really easy example of the same specs yielding different results. 1600cc injectors...we have seen them flow anywhere from 1575cc to 1700cc, same part numbers, same specs, different flows, this effects tuning hugely. Same holds true for stock 850cc injectors, we have see anywhere from 835-890cc.
Everything has a tolerance in an engine build and all performance parts have tolerances, these effect tuning. So two cars built to the same specs with the same parts will/can yield different hp on the dyno sharing the same map. Each car needs to be tuned individually to yield the best performance.
