No power to power fc???

so i plugged my power fc in just the two right plugs not the engine harness and it wont come on nothing happens no commander.. nothing at all yet if i plug my stock ecu in i can hear relays clicking as i put the plug in and out. does anyone know why the power fc is not comming on?

Connector 4 has all the grounds, it will not turn on without them.
