Unhappy Apexi Tune

I am in Eureka CA about 4 hour drive to the bay area. I recently had my engine rebuilt at Rotary power in LA and they did an excellent job!
The problem I have now is I am getting a surge @ 2100 rpm just crusing through town, it goes away on the freeway. I sent the Apexi ECU to SR Motorsports who said they could tune it to my FDs specs (intake exhaust street port etc)and then shipped it back. Well 345.00 later the tune they dialed in didn't help, still a strong surge at crusing through town.
My question is.. Is there anybody in the bay area who could tune the car right?
ANYONE besides SR Motorsports. I replaced the O2 sensor and it helped some. The car has new wiring harness, new vaccum lines and check valves, Apex exhaust, pettit intake, 3mm seals. Everything is basically new.
Any advice would help on the tune. I dont want to blow it up again!

The engine tune has nothing to do with the turbo's operation.

Don't go back to SR Motorsports, I don't know who would be the best close to you probably XS Engineering.

i actually been looking for a pfc tuner too and im tryin to ask my rotary mechanic who's his pfc tuner was. As soon as he let me know , i let u know. was told he was located in the sacramento area.

I would suggest take it back to Rotary Power and have then check it out. I think it might be something they did/didn't do with the turbo controls.
