? about porting old school 13B housings

Im doing a Racing Beat exhaust race port on my set of old school 13B housing.

My question is... The port is narrower than later year housings and im unsure of the best way to open them up. I already ruff cut almost to the line but what's the best way to blend/open the sleeve?

It looks like he took the sleeve out made a ring out of it and put set screws to hold it in place. Now it looks like the aluminum is exposed will this do any kind of harm?...is the the best way to open it up?.....Or does it look like he just ground the sleeve real thin???

What's the best way to plug the holes?

I building a 1/2 bridge semi-pp engine. I want to make sure this thing can breath.
