Of course you should be able to reach redline (7k RPM) regardless of what gear you're in. Is this with an automatic or manual transmission?

i'm pretty sure its just reading at 4 but actually the rpm might be around 7-8 since your guages don't work... i installed a tachometer once on a car and it would red line at 3.5 when the stock tachometer would be reading at 6-7 if that makes since to you

Replace your speedometer cable. Will the tach reach redline if you're just free-revving the engine out of gear? If it ends up your tach is just reading wrong, you could be doing serious damage to the engine by over-revving it.

There are 2 plugs on the back of the cluster that are very hard to pull off. Each one has a couple tabs that you press in, then work it side to side a little as you pull. Other than that, only the speedo cable will keep the cluster from coming out. If the tach stopped working, you probably loosened one of the plugs without realizing it. Take the both plugs off and make sure the connectors inside are where they're supposed to be, then reinstall.
