That big, pulley-driven thing is the air pump. The inlet is pictured, and is normally connected to the air box.

You should stick a small filter on it if your airbox has been removed. A little crankcase breather filter works well. If the air pump sucks enough crap into it, it'll fail.

These guys are correct, It goes to the Air Pump, I personally took mine off because mine also didn't have a filter and crap will get in there and ruin the pump. Which can throw a belt, but since I think the air pump is on its own belt, it would just mean suddenly your car has like 1% more power to the wheels since it would be less parasitic loss, and you can save a few pounds. If you have emissions you will need to keep it though, since there is probably an inspection that would fail if it is missing emissions equipment, even if the car might pass without it. Just my 2 cents.

naw i never had to worry bout emmissions here but i should just put a hose with a filter or just connect it back up to the intake tube? or just doesnt matter?

doesn't hugely matter

it's a vane type pump, unless it ingests water and seizes the bearings it will only lose efficiency but it does help the catalytic converter survive. so if you keep the cat and ACV you may as well put a filter on it.
