Type rs fd3s boost spiking

Hey guys.

I got a 1996 type rs fd.
It's boost spiking to 15-16psi when the second turbo kicks in then drops back down to 10psi. It also spits/cuts when it gets higher in the rev range.

Any ideas people?

I've had a look and can't find one. One thing I wasn't to sure about tho is it has a hks bov but also has a factory one in there as well. Could that cause it?
