You don't need one if your car has the original turbo or a water-cooled aftermarket turbo.
Older-style turbos were cooled only by oil. The purpose of a turbo timer is to keep the engine from shutting off the oil supply to the turbo when the car is parked immediately after racing. Were the engine shut down immediately after racing, the hot turbo would cook the stagnant oil, creating "coking" that gums up the bearing. Typically, about 3 minutes of light driving is enough to cool down the turbo after racing, but I guess some people don't have much patience.
Mazda installed a modern water-cooled turbo on the RX-7. Not only does water cooling help keep the turbo cool along with the oil, but the water will also continue to flow through the turbo after shut-down by an effect called "thermal siphon".
Turbo timers add another point of failure to the car's electrical starting system, and they also make the car easier to steal. I recommend spending your money on something more practical. Have you seen the Rtek Stage 1 chips?
