The 'balancer' is actually a Counterweight.
The Counterweight is for the Rotating assembly inside(rotors).
The other Counterweight is Either in the form of the Manual Flywheel or the auto flexplate and rear counterweight.
Taking the ac/ps pulleys off the front of the engine will not affect the Rotating assembly.
Actually Guys go as far as changing the Pulleys to Underdrive pulleys,or Serpentine style or Gilmer Drive Pulley setups. So it is Sort Of "proven" that you can do this and it will be ok to do.
