Rx7 Fc 87 Ecu Ground issue

Rx7 Fc 87 Ecu Ground issue
Getting 12v to the b/w on the smallest connector on the ecu, on the biggest connector top right corner 1b getting only 0.2v. When I unplug the ecu ground I get 9v to 1B any recommendations on what to do.
