RX7 2nd turbo problem

So I have a problem with my second turbo the boost pattern is 10-8-6/7 then sometime it builds back to around 10. The question I have is that in my check vavle that is connected to my pressure chamber there is oil. Also a build up of oil on both sides of the line connected to the check valve. Every time I take it off and blow the oil out the next day theirs a oil build up in it again. Could that be my problem?
