Runs perfect wont restart

1988 FC na manual
Only starts and runs great after doing the deflooding process 100% of the time hot or cold.
-1st rotary rebuild with complete rebuild kit
-Street port with Adkins template
-compression test at 90 PSI cold have not done one hot
-no vacuum leaks
-new plugs, wires, filters
-fuel pressure 42psi
-timing set per FSM
-Cleaned all 4 injectors with cleaner, air and extra set of hands to pulse injector. good spray no apparent drips during pulsation.
-Swapped primary and secondary injectors with each other. No change, still will only start after defooding process.
-Strong new battery.
-plugs are not wet when pulled to do the deflooding process. But the fuel vapor being pushed out of the rotor housings is clearly seen.
I understand the injectors could be bad but learning the secondaries don't pulse until 3500rpm and then switching them still having the same result doesn't seem reasonable to be injector issue.
I am trying to be as thorough as possible.
Any thoughts regarding this issue?

maybe try experimenting with plugs then. see if you find something that may suit your car better than those.

yes, i know.

what i was suggesting is try another type of plug. for example, Rx-8 plugs, or whatever today's equivalent of the NGK B_EV plugs are, or RE7C-Ls, or something else.
