CA rev limiter question

Ok i got an n/a 86 fc and i was driving it the other and notice that i can rev it higher than the rev limiter is suppose to stop it. Im not sure if this is normal in rotaries but i know that in piston engines at the limit the computer cut gas to the engine and makes the neddle bounce on the limiter. The other day i rev it past 8k on the tach and i know that its only suppose to rev up to 7k. Does anybody have any ideas and how high would it be safe for the engine without ruining it? Thanks in advance.
