Restrictor Pills

Are there supposed to be a restrictor pill in the Actuator (turbo precontrol) and a restrictor pill in the Actuator (wastegate control)?

a 1964 DeSoto did not come with a turbo....
OH!...you didn't state your CAR..So I assumed a Desoto!!!..silly me!

There is a pill in each of the two smallest vacuum hoses. One goes to the turbo precontrol and one goes to the wastegate control.
