Question about Rotary Rebuild times, etc.

I am curious as to how long it typically takes to do a rebuild of a 13B? I have a 1993 RX7 that has been in the shop going on 5 months now. Original plans were to install a GT35R, fuel pumps, clutch, all that jazz. Nothing too crazy.
I put all the cash down upfront, paid for the turbo kit and had it shipped to said shop. Just recently, I was told one of my rotors isn't a 3rd gen rotor, it may be a second generation rotor... Close to 15,000 in this build and nothing is moving along to my liking.. this can't be right.
I have obtained a lawyer, as well as communicated with the BBB and I'm trying to figure out if someone can put me to ease and give me some straight answers? Anyone have something similar to this? I've seen horror stories of getting jacked for 30K and such... I was hoping this would never happen to me..

To rebuild a 13B, it takes about an hour to assemble the engine after all the prep work. Should take a typical shop about 3 days to do all the cleaning, measuring and porting required. About 2 days if no porting.
I believe that S5 TII and FD rotors are the same, so it may not be a problem that there is a 2nd gen rotor in there:

$15,000 is certainly enough for a rebuild, big turbo installation, standalone, etc. and some tuning.
There are loads of shady shops out there, but the whole story is needed from both sides.
