ND question about a belt

So I'm no mechanic but the belt that goes on the pulley would be the fan belt correct ? If so , say the belt looks like sh$# , could this effect performance issues tied into the air flow in any way?

there is more than one belt on the engine.
What the belt is referred to is by what it ultimately drives.
Like Air Pump Belt.
Alternator Belt
Power steering belt.
Fan(waterpump belt)
..some guys like to say, for example, Main to Fan to air pump..
Now if I am not mistaken your fan pulley has 2 grooves on it for 2 belts so you have to be more specific or get a Pic up and post it.That would help immensely.
