I recently put a fuse in for the pop up headlights and the left side worked..not the right side, since then tightened a ground for the other side pop up.. now the left side won't go down.. I hear a single click noise when I go to press the flip up button, and some reason my volt gauge on the dash reads 8 volts though I have 12volts

where did you replace the headlight "fuse"?

as for the gauge, is that with the engine running? have you checked the "main" (i think that's what it's labelled) fuse?
