ok bout done with this flooded. now seems seized.
ok my mechanic told me to pull the plugs and remove the egi fuse and push the gas to the floor and clear all the gas i did so and have done it three times now. the batery is charged and now it just clicks it wont crank anymore does this mean it is seized?

Put the car in nuetral, and then see if you can turn the front pulley by hand. This will be even easier to do with the spark plugs out.
If the motor still turns, then remove and clean all the connections at the battery and the starter.
Also, to help get a rotary started, you can dump an ounce or two of Seafoam down the carb (if equipped) or use a turkey baster to shoot a little into the upper spark plug holes. This will get a flooded rotary going in no time flat...
