New TII owner, questions, questions, questions.
Hey guys, I just picked up an 87 TII in a trade for my AE86.
No real mods, 3" DP, full single exhaust
I'm having problems with over boosting and I was told porting the waste gate would eliminate that issue.
My question is: is the stock waste gate worth going through that trouble? I'm looking for mid to high 200's to the wheels in this car, what is the factory waste gate capable of?
I'm new to turbo cars and am VERY NERVOUS about blowing the 13b.
I'm in the market for both a boost controller and gauge, What companies have more of an orange/ red illumination?
Would an SAFCII be a good investment?
I know that was a lot, but I wanted to put any questions down in case someone could help.

A wastegate just determines how much boost you're limited too, and a simple boost controller can adjust this. The wastegate just needs to be able to bypass enough exhaust gas to slow the turbine wheel down, which limits boost pressure. The wastegate does not determine how much power the turbo is capable of. A stock HT-18 turbo is capable of 250+ whp.
I'm not a fan of the SAFC, but used only for small fuel corrections it can be decent. If you're looking to safely squeeze more power out of the stock turbo, upgrade your secondary injectors, upgrade the fuel pump (FD, walbro, etc...) and get the ECU modified with the Rtek 1.7 or 2.1 chips (http://www.pocketlogger.com/index.php?pid=rtek7).

He is having a boost spike problem, the wastegate cannot flow the amount of exhaust gases that he wants. Porting the turbo will help but will not be a sure fix. A boost controller will only be able to raise the boost pressure from what it is now.
Lets say he is at spiking from 12-14 psi. That still is his LOWEST boost that can be controlled by the wastegate. The boost controller will not allow the wastegate to flow more. It would only raise boost pressure, which in this case is pointless.
If you are looking for the high 200s, I would suggest that you send the turbo to BNR for refurbishing and upgrading to a Stage 1 or 2. They will port the wastegate a bit which will help limit the boost. Then do the upgrades that RR88 suggests and you will easily reach your goal.
Remember though, max boost will vary considerably with ambient temps. Max boost in mid-Summer temps may be in a safe range, but in 30 degree temps, it will be much higher, so beware.

Porting the wastegate, which he mentioned, and was told by me in his other thread, can absolutely remove boost creep problems. I have no boost creep with my ported S5 turbo and freeflowing intake/exhaust.

So in essence, to reach the goals I'm looking for at the moment I should be looking into porting my waste gate to get it in a safe driving condition again, a boost gauge to monitor boost, upgrading my secondary injectors and some sort of fuel management system, correct?
As for preventative maintenance with the 13b, I need to obviously keep an eye on oil and coolant levels, but what else?
I plan to do a full 60k tuneup coming soon, but the reputation on this motor is a little daunting. I simply cannot go without a car, and cannot afford to replace a blown motor! haha
EDIT: I' at 150k and supposedly the motor has been rebuilt, no documentation so we know how that goes.

^ You're on the right track, though to run more boost than stock you'll also need a better fuel pump. A pump out of an FD is a drop-in affair, and will have the flow to support up to around 300 whp. The stock fuel pump does not flow well with increased fuel pressures (side effect of increasing boost pressure).
