Well, the short answer is that you can make fairly limited power with the NA engine without major modifications.
It's going to be very hard to break 200HP without bridge or peripheral porting, which opens up a whole can of worms (standalone, custom manifolds, etc.).
Why not wait a few years until you are legally allowed to drive a turbo car? Then you have the experience under your belt to properly handle the car. I wish we had these laws in Canada.

Sounds like you want a later year RX-7. A FD. I would look into getting a second gen (FC) NA car. They sell them cheap in the states. After you have had some time with a rotary you will see all the maintenance you have to do to keep the car up. You can then decide if you want to stay with a rotary or do a motor swap.
p.s. you can always put in a V8 into it. They sell kits online.

Oz has a graduated licensing system, a little like Canada does.
But Oz goes a step further and states that new drivers can't drive certain (such as turbocharged) cars.

If you're new to cars in general I wouldn't recommend an FD.
I know that's not what you want to hear, but the reality is they are expensive to maintain/fix. They're also not a car for a beginner driver, no offense. I'm not saying there aren't young drivers who have had these cars, but it is high odds that you will have an accident in this car if you have little to no experience.
Sit down and figure out how much insurance, the price of the car and gas is going to be. Add 50% to that figure. That's about how much it's going to cost you to keep it on the road, and thats if you do the work yourself. That doesn't include anything cosmetic like body kits btw. You'll also need to spend quite a bit in tools and stuff if you don't have them so don't forget to factor in that cost.
Sounds like a pretty smart law there with the turbo laws. Hopefully it will keep a lot more kids/other drivers alive.
Rotaries have a bad rap because people buy them, expect to learn everything about them in about 10 minutes, mod the hell out of them, and blow the engines. It's worth taking the time to learn about them.
Just like a couple other folks have said, buy yourself a 2nd gen non-turbo RX7. They're cheap, nice looking cars that you can get a lot of rotary experience on. Learn to do the work yourself. Buy a cheap engine and rebuild it when you're comfortable doing that. Save your money for a few years then when the time comes you should be able to afford that dream car.
READ THE FAQs. They will save you a lot of time. Read, then go out and do. You will make mistakes, but all of us have

I agree with getting a 2nd generation RX7... I just got my first one and its N/A but only cost 600 bucks and still came with header exhaust, some deletes, Efan, and its a 5 spd... (runs great). I only got one race so far but it was against a cammed V8 dodge truck with headers and I beat him.

Buy a reasonable car for now and invest in drivers schools if you can get into them. Autocross would be excellent. Save your money and buy the FD in two years. They are expensive cars and the better a driver you are the safer it will be.

you soulc always get a e30 and do aM50 swap witch comes from a e36 m3 or you can just get a e36 m3 which is alot newer and easier to find less trouble.
e36
one of the cleanest e30s in texas

if you really want to you can swap an n/a 13b engine and transmission into the miata (i think) but it will be alot of work. if your going to do that i would get a rebuild with a mild streetport on the engine. the only other car that looks like the miata is the FD, haha. my neighbor has a miata mx5 those are pretty quick little cars.
