Cold start at 3000 RPM is normal.

Hard starting when warm is common with dirty fuel injectors.

I agree with Rotary Rocket.

Cold start at 3000 RPMs is normal. It is enable by the ECU to warm up the catalitic converters.

Already warmed up start trouble could be because of leaking fuel injectors.

An easy way to diagnose the problem (warmed up) is to pull out the fuse labeled engine, start it up for 10-15 seconds, put it back in and start it up again. If it starts up, then you have leaking fuel injectors. An easy and non expensise way to resolve your promblem is by connecting an on/off switch fuse to in the fuse location and that way you could turn it off and on without having to get under the steering wheel.
