If the rack is on it,the power steering rack will have ports for the lines. If it is depowered the ports will either be looped or plugged.
The manual rack won't have any ports.
If the car was equipped with power steering then look for signs of a pump, lines,or the steel cooler lines at the front of the car.

The car never came with it, but I want to have power steering. So will the power steering rack fit just plumb the lines?

The only down side is the car needs to have a PS sensor to correctly operate the Steering.
it is usually a speed sensor, and PS ECU.
If the car has the wiring harness with the plugs for the PS unit and it's ECU( driver's side kick panel area)then it may be able to get installed.
Otherwise you may encounter some issues with the Steering being sensitive at high speed. If it can't tell the car is going faster and is able to cut sensitivity so that you don't twitch and end up in the ditch, that is exactly what will happen. That is why they have the sensor and ECU for the PS.

Most guys would "die for manual steering" on these cars!
