the revs stay at 1500 on idle should it be that high if not how do i turn them donw

 

The thermowax may be sticking. It is on the backside of the throttlebody, and you can find more info in the FSM. If not, there is an adjust screw under a rubber cap on the top of an NA throttlebody. You need to follow the proper procedure in adjusting it, so consult the FSM or a Haynes manual.
