HIDs require a full conversion kit with ballasts, wiring harnesses, bulbs and housings.
Real HIDs will have housings intended to create a cut-off that prevents you from blinding on-coming traffic. It also takes away the "look at me, I want a ticket!" effect.
Fake HIDs (ala Ebay) will have garbage housings and bulbs that blind everyone, and may even produce worse lighting than a pair of sealed-beam halogens. I've seen some that have half the bulb covered to try to produce a cut-off, or the insides of the housings painted. But you get what you pay for. The cheap ones are usually H4 housings meant for halogen bulbs, but someone has stuck in HID bulbs instead.
