How Much is this Car Worth?

So I'm looking at buying my first RX7 FD its a '94 Blue Base Automatic, The car has a Salvage Title for theft and recovery and the interior needs to be completely redone, seats are torn doors scratched, missing handles, floors dirty and a broken odometer. The car has 89k miles and the engine was rebuilt with 30k miles on it currently. Has an apexi ecu, aftermarket intercooler and silicon hoses. Current ask is 13k, I know these cars are appreciating in recent years so what would you pay for it? I think a fair ask is about $11,000 what would you pay?

A car is worth what someone will pay. typically salvage cars are only worth 75%max of retail/blue book. I have seen clean title FDs sell for 13k or even low as 5k personally I wouldn't give that much for one because for a few grand more you could get a clean title one.

$6000-8000 its an automatic, needs an interior, broken gauges so no real idea how many miles, I would factor an engine rebuild in the near future. combine all that with the fact that we are at the beginning of a down market, I just wouldn't go near that high.

It’s a parts car. I’d buy it only for the parts value disassembled and my time.

Personally, I wouldn't go near it. Like the old saying goes, "trust half of what you see and none of what you hear". You don't know enough about this car to justify putting money into it, and after putting said money into it, you'd NEVER get anything close to that out of it because of the title situation. Just save your money and keep looking...or not, because I don't recommend buying anything right now.
