Uh, what pulley? What engine? What exactly are you trying to do?

When you ask a question, you need to provide all relevant information so we at least have a hope of understanding what you are asking.

if ur building the engine, did u forget the spacer that adjusts end play? if the engine is still in the car and u removed the pulley by the center bolt, the thrust bearings have fallen down and ur crushing them.

I have rebuilt it all spacers are in. main spacer is a (z) the back bolt that holds on the fly wheel in at 300 pounds i can only do the pully at 15 pounds before it locks up. this is the only thing holding me back. i was thinking of using a (s) spacer but dont know if it will work. and its a 13b none turbo.

If the engine isn't turning, and you are SURE that the front stack is assembled properly (thrust washer chamfer down on eccentric, then torrington bearing, slip spacer over shaft and through bearings, then thrust plate, then torrington bearing, then counterweight with thin washer) then STOP immediately. Assuming you used assembly lube, you should be able to turn the engine without the front stack installed with moderate force. If you cannot, then there may be something inside the engine preventing you. For example, a corner seal may have fallen out and wedged between the rotor and housing. See if you can GENTLY rock the engine to get a view through the ports. Don't force it. If it still doesn't turn and you can't find anything obvious wrong, pull it apart.
