BC Frozen engine

Little help here...
Recently purchased an RX7 with a frozen motor.
Here's what I've done so far to unstick it.
Sprayed penetrant/lubricant into spark plug holes, poured atf down carb. Rolled car several time then popped the clutch in 4th gear, then used breaker bar to turn it over. After 1 week of this it finally broke free, hooked up starter and turned it over where upon it stuck again, back to the breaker bar, 1/2 inch turns.
Any suggestions? No rust in engine or radiator, car just sat in storage for 11 years.
Car is a 1982 with a 12A. Showing no rust anywhere on/in the engine.

Are you sure it's frozen from rust/carbon and not from a broken seal? Maybe use a borescope attached to your phone. If the exhaust manifold is still one, taking it off will allow you examine the seals, or part of them, as they pass the exhaust port.

Tons of rotary owners in Vancouver. Where are you near?

Exhasut manifold nuts/bolts/studs could be corroded on.

Be careful not to break any off.

12a, had it freely turning there for a bit then foolishly hooked up the starter and cranked it over, it only turned over a little bit then became stuck again. Back to breaker bar turns.

Contemplate the cost of replacement 12a engine parts before you munch stuff around inside the motor too much.

Apex seal is what it sounds like to me and you might not wanna keep turning the engine over if that's the case.
