FD rich

My 93 FD will not pass emissions because it is too rich. Once it gets 2500+rpms the readings are fine but once it idles the numbers go WAY up. What could be the cause of this?

Is the car stock? Any mods at all?

Hks bov, custom downpipe, exhaust are the only mods.
