Does anyone know if you can set up your bumper lights to stay on? If its even possible...

If I hold the high beam light while the pop ups are down they work but I have to hold it.

Those lights are called Flash To Pass lights so when it is night time you can flash someone to pass in front of you at a stop sign or something. They are only supposed to be held then released but look into the link Aaroncake has sent you. There are also places that sell lights for the FTP lenses that can be wired up to work all the time.

And yeah I read in my manual that they were for signaling people to pass.

I got a set of replacement headlights on E-Bay that have running lights built into them. I just wired them (the running light part) to a switched circuit in next to the battery and they come on when the ignition is on. The lights are $30 a pair with free shipping.
