Cranks, but won't start, but isn't flooding
So this has been really bugging me. I went to start my 1987 turbo 2, but all it does is crank. It has 10L of fresh fuel in it, and I can't smell any gas as if it where flooding ( I have a fuel shut off inside the car to prevent that). Last time it ran was about a month ago, and I think I ran it out of gas, as well it was doing the 3800rpm stuter. Is it just in need of a fuel systems tune up?

Check the plugs to se if it is flooding.
Your nose is not the best diagnostic tool sometimes.
Is the fuel shut off: off?.(can happen)
also If the plugs are wet you are getting fuel so go through a TOTAL deflood not just pulling an EGI fuse.
Starting Fluid( aka Ether) is also a good thing to have to see of it is NOT gettng fuel as it will run when sprayed and then Die when it runs out of the spray.
That way it would tell you if it is fuel related.
