coolant leve

very confused about how the whole system works here. Was trying to read the manual. I guess i just need to be corrected if im wrong.

When the engine is cold it is supposed to suck coolant from the over flow tank back into the system?

when is the best time to check coolant level. Engine hot or cold?

Coolant level should be checked at the radiator/filler cap, not at the overflow tank. When coolant heats up, it expands and some is forced into the overflow tank. When it cools back down, the coolant is drawn back into the engine. At any given temperature, the engine & radiator should be "full".

Check your owners manual for answers to questions like this. If you don't have one, you should get one. The 2nd gen (S5) owners manual has the following to say about coolant levels.

never remove rad cap on a hot engine.
