Undo the Filler plug( highest plug on the driver's side of transmission)
If oil oozes out it is full.(put plug back in)
IF it doesn't stick your pinky finger in and see if you can feel the gear oil.If you feel no oil then fill until the gear oil oozes out and replace the filler plug.

Regardless, you have one drain plug and one fill plug as Styx explained. Looks like maybe page J1-7 in the owner's manual. Put it up level on jack-stands. Remove the fill plug and fill (I'm guessing with GL-4 85w-90) gear oil of your choice until it drains out. Parts stores have small hand-pumps that will screw on to the gear oil bottle for this purpose. Put a little Teflon tape or paste on the pipe-threaded plug and replace it. Wipe the area clean and you're done. Obviously if you've never changed it, it wouldn't hurt. Probably will take 2.5 quarts or so. You can check your owner's manual.

Synthetic works best. Common brands are Red Line, Royal Purple, Idemitsu, and Amsoil. Personally, I don't trust Mobil 1 because they refuse to list the contents of their base stock, but otherwise I don't see much difference in the various brands, especially for a street car.

Rx7 N/A transmission always feel a little rough. 2nd and 3nd are know for being a weak spot if you drive the car hard. I've used low miles transmission feel only a little better then one with more miles. Just make sure the shiftier bushings are in good shape and both of them are there. BOTH
He should probably check the oil level in the extension housing...where the shifter inserts. IIRC, it specifies the shifter be submersed in gear oil, but from experience if you put some grease on the ball and lower bushing before filling the housing up with gear oil, it helps some with smoothness.
