That is completely dependent on what your inspector's visual tolerance will allow...for the 1stgen's, I can't think of any header mfg who's gone through the trouble of getting CARB exemption for California...however, if you get lucky and it can get pass the visual part, it's really about making sure you've got the cats and air pump working to pass the HC and NO parts of the test at idle and 2500 rpm.
