bouncing revs

k i have a problem just swaped an s5 engine into an s4 chasis and it runs perfect except under 20% throttle or greater it bounces revs and spits flames like it is super rich and missing or something.

any ideas?

i have tried everything from spark plugs to fuel stabalizer
