Best upgrade for heat reduction

93 RX7 is running hot. Need info on best resolution for this problem.

first: try to find out what makes the car heat up like that and fix it (cooler, leakage,...)
then: all new seals for the engine

maybe its all about a bad seal anyway, but i prefer to doublecheck on other things first.
