94-FD: Bouncing Tachometer.

For quite some time my 1994 RX-7 has suffered from a bouncing tachometer that usually reads 1000-2000 RPM high. My service tech (who is very good) says this is something that just happens to some RX-7s and is quite involved to repair. Does anyone know what exactly might be involved? I assume it requires removal of the instrument cluster. Can it be repaired or is hunting down a replacement tach needed?

There are no other problems with the instrument cluster. Speedometer, fuel, oil pressure, temp are all ok. I searched the tech forum and didn't see any other relevant posts.
