OR 87 gxl jdm tii swap leaning out anything > 10 vac

after I put this tii motor in I’ve been having problems. I’ve replaced the tps, boost pressure sensor and upgraded to at Tii fuel pump. Currently running 720ccs all around, I tried 550 primaries but didn’t drive as well. My current problem is that the boost gauge stays in vacuum all the time -20 at idle and -10 under light load. If I try to get it to boost it will go to about -9 vac and promptly lean out hard to 16-1~17-1. My boost gauge is T in to the vac hose from the BOV to the UIM. Is it possible the injectors are too big for the tii pump at high rev? Or I’m not retaining high enough fuel pressure at boost? Anything helps I’m tired of pulling my hair out over this problem.
