'86 N/A TB and fast idle cam

OR '86 N/A TB and fast idle cam

A follow up to an earlier thread: High & pulsing idle on '86 N/A

Today I pulled off the throttle body to take a peek at the fast idle cam, under the suspicion that it is causing most of the idle issues I am having. Earlier while the engine was hot I forced the idle cam down with a screwdriver and the idle would drop low enough to stall, so I figured the cam must be stuck or something. I tried calibrating the TPS in the past but if the idle cam was not positioned properly, then that means the TPS is out of whack even after following the proper calibration procedures (not to mention the throttle plates are stuck in cold start position).

My first question at this point, is which mark should the cam roller be aligned with? The FSM is not entirely clear, the diagram (shown in the above album) looks mirrored, if that makes sense. I tried turning the idle cam adjustment screw to see if it could reach the lower mark, and the screw is completely bottomed out just before reaching the lower mark. As an added note, these images were taken at room temperature, so a bit lower than what the FSM calls for when aligning the idle cam.

My second question involves the secondary throttle plates. I observed them not opening 100% when the primary throttle plate is held wide open. Here is a video of what I am describing:

Is it normal for the secondary throttle plates to do that? Thanks in advance for any answers.
