WI 86 GXL rebuild wont start

My car is still having trouble starting. It tries to catch, makes a ton of smoke, then just rolls over on subsequent attempts. I pull the egi fuse, clear it out, then try again. It seems to be flooding badly.

I removed the emissions kit and ran my own new fuel lines. I noticed the old fuel filter was installed reverse of the way my new one is. The flow listed on my filter indicates i have it on the right way. (see photo)

also, i did not reinstall the fuel fitting pictured below, as it was excluded in the emissions removal (as I understood it) is this correct? it appears that the fitting reduces fuel pressure. Is this something that is required to start?

Make sure your plugs aren't fouled.

Rebuilds are known to have issues starting because they are not at full compression. You can try putting some motor oil in the leading spark plug holes to help build compression.

BTW, that pic...you sure you didn't remove the fuel filter?
